Dubai Police and Dubai Land Department have signed a memorandum of understanding aimed at enhancing cybersecurity across the real estate sector, raising public awareness about cybercrime risks, and protecting customers from digital real estate fraud.

The MoU was signed by His Excellency Lieutenant General Abdulla Khalifa Al Marri, Commander-in-Chief of Dubai Police, and His Excellency Omar Hamad Bu Shehab, Director General of Dubai Land Department, in the presence of His Excellency Major General Hareb Al Shamsi, Deputy Commander-in-Chief for Criminal Sector Affairs, and a number of senior officers and officials.

Lieutenant General Al Marri emphasised that the agreement reflects Dubai Police’s ongoing efforts to build strategic partnerships with government entities, in line with the vision of the wise leadership to establish an integrated security ecosystem that keeps pace with the digital transformation and shields society from emerging threats, particularly cybercrimes targeting vital sectors such as real estate.

He added: “At Dubai Police, we believe that community safety depends on cooperation and coordination among institutions. Strengthening cybersecurity in the real estate sector is one of our key priorities for the coming period, given the sector’s crucial economic and social role. This partnership aims to raise awareness, promote a culture of digital security among customers and investors, and develop preventive mechanisms to counter any fraudulent or criminal activities that could compromise the integrity of real estate transactions. Ultimately, our goal is to ensure a secure and trustworthy investment environment.”

His Excellency Omar Hamad Bu Shehab affirmed that the partnership with Dubai Police stems from DLD’s commitment to its social responsibility of promoting awareness, enhancing transparency, and reinforcing confidence within the real estate market. He noted that cybersecurity has become a cornerstone of real estate development and a critical factor in maintaining long-term market sustainability.

“Through this collaboration, we seek to safeguard the investment landscape from unethical practices, strengthen the sector’s readiness to face growing digital challenges, and provide customers with a safer and more efficient experience,” he said.

Bu Shehab added: “Dubai Land Department attaches great importance to educating the real estate community about the risks of cyber fraud. We are dedicated to launching awareness and educational initiatives in cooperation with law enforcement authorities, to protect investors and customers alike, and to further strengthen Dubai’s standing as a global model for safety, trust, and transparency in real estate investment.”

Joint Campaigns and Awareness Initiatives

The MoU outlines the implementation of a series of comprehensive awareness initiatives designed to alert the public to common methods of cyber fraud in real estate dealings. The collaboration also includes organising specialised workshops and lectures to highlight the most prevalent forms of digital deception, launching media campaigns through SMS and digital platforms, and producing educational and visual materials aimed at protecting investors, landlords, and tenants from risks such as forgery and online scams.
