By digitising the enforcement process, the app will focus on proactive monitoring and greater transparency in maintaining the city’s aesthetic appeal<\/p>\n\n\n\n

Select government officials will now be able to document public cleanliness violations on a newly launched app. Titled Eltizam, the platform was designed by Dubai Municipality to maintain the position of the emirate as one of the cleanest cities in the world.<\/p>\n\n\n\n

Authorised users can take photos of violations, automatically capture their location, add contextual notes, and record breaches of cleanliness regulations in real time on the app.<\/p>\n\n\n\n

A key milestone in DM\u2019s digital transformation efforts, Eltizam shows the city\u2019s vision of fostering shared responsibility between officials and the community to\u00a0protect urban aesthetics,\u00a0public health, and environmental sustainability.<\/p>\n\n\n\n

 \u201cPublic cleanliness is not a technical issue alone \u2014 it is a civic value and a shared commitment,\u201d said Marwan Ahmed bin Ghalita, Director General of Dubai Municipality.<\/p>\n\n\n\n

He added: \u201cEltizam reinforces that every official and every citizen plays a role in shaping a sustainable, liveable Dubai for generations to come.\u201d<\/p>\n\n\n\n

He added that the app reflects the vision of a \u201cpioneering city where technology and regulation work together\u201d to protect Dubai\u2019s urban appeal.<\/p>\n\n\n\n

\u00a0Earlier this year, Dubai secured the\u00a0top position globally for city cleanliness\u00a0for the fifth year in a row as per the Global Power City Index (GPCI) report issued by the Institute for Urban Strategies at the Mori Memorial Foundation in Japan.<\/p>\n\n\n\n

First phase<\/h3>\n\n\n\n

In its first phase, Eltizam will focus on eight public cleanliness violations, categorised as negative behaviours that distort the city\u2019s image. These include:<\/p>\n\n\n\n

  1. Spitting in public areas<\/li>\n\n\n\n
  2. Disposing of chewing gum improperly<\/li>\n\n\n\n
  3. Littering in public spaces<\/li>\n\n\n\n
  4. Dumping organic or general waste into the sea, beaches, creeks, or ports<\/li>\n\n\n\n
  5. Draining vehicle wash water in non-designated areas<\/li>\n\n\n\n
  6. Lighting fires or barbecuing in unauthorised places<\/li>\n\n\n\n
  7. Posting flyers, advertisements, or printed materials that deface public areas<\/li>\n\n\n\n
  8. Failing to remove animal waste from public spaces<\/li>\n<\/ol>\n\n\n\n

    By digitising the enforcement process and giving judicial officers smart tools, the app will focus on proactive monitoring and greater transparency in maintaining the city’s visual and aesthetic appeal.<\/p>\n\n\n\n
